Utility Customer Service is responsible for timely and accurate billing for City of Lowell services, the collection of City revenues and requests for new, transfer, or termination of utility services.

We are pleased to announce the City of Lowell has added a new payment option for your utility bills. You can now have your checking or savings account automatically drafted each month. There is no charge to the customer for this option.

New Customer Charges

  • Homeowners 
    • $50 New Account Activation Fee (non-refundable)
    • Must provide proof of ownership to waive $150 deposit. Proof of ownership can be a closing statement, mortgage statement, or deed.
  • Renters
    • $50 New Account Activation Fee (non-refundable)
    • $150 Deposit (Final bill and any balance left on account will come out of deposit and then a refund check will be mailed to your forwarding address.)

Troubleshooting Higher Consumption

If your water bills seem to be climbing and you aren't aware of a leak, we recommend you first check your consumption (water used in gallons). Consumption can be found printed on your water bill. Comparing it to the past couple of months will let you know if your usage is truly going up. The Water Department at City Hall can also provide you with a yearly view of your monthly usage.

STEP 1: Higher consumption can happen in summer months from filling pools or watering gardens. Your consumption may also go up over holidays with additional cooking or guests visiting for an extended period of time.

STEP 2: If step #1 doesn't apply...The next step would be to confirm if the meter reading on your water bill is in-line with the meter reading on your most recent water bill. Remembering you have probably used water since the last reading, but if the numbers aren't close at all then call the Water Department at City Hall. 704-824-3518 (option 1). We will create a work order to have Public Works re-read your meter.

STEP 3: If step #2 doesn't apply...Let's take a look at your toilet. Have you replaced your toilet flapper(s) within the past year? Are you hearing your toilet running all of the time? Are you having to giggle the handle to get it to stop running? If you answered yes to any of these questions then this is more than likely the problem. A leaking toilet flapper can add up to 10,000-20,000 gallons of additional usage to your monthly water bill if not addressed quickly.

Did you know the City of Lowell has a secure drop-box for utility bill payments? It's located behind City Hall next to the railroad tracks. So next time it's raining or cold, or you just don't want to get out of your car, please drop your payment in an envelope and place in the drop box.  Be sure to include your remittance stub to ensure your payment is applied to the correct account.
