Water Bill Payment Authorization Notice
The City of Lowell has no contract with any third party payment center to take payments for water utility bills. There may be businesses advertising that they take utility bill payments on behalf of the City of Lowell, but these are non-authorized payment locations. Making your payment at these locations may put you at risk of paying a higher convenience fee and not having your payment applied to your account in time to avoid service cut-offs. Customers who make payments at a non-authorized location should note that the water utility bill is not paid until the City of Lowell receives the money, which may take 7-14 days. Payment options and authorized location information are listed below.

Six Options for Bill Payment
OPTION #1: PAY IN PERSON (CITY HALL, 101 W First Street) THIS OPTION NOT AVAILABLE RIGHT NOW
Methods of Payment Accepted are cash, money order, credit card (Visa, MasterCard, Discover).
Payment Location: Lowell City Hall, 101 W. First Street, Lowell. Hours of Operation: Monday to Friday, 8 am to 5 pm. Please note if paying with credit card, a convenience fee will of 2.5% of your bill plus 30 cents will be charged to cover additional costs incurred by the City of Lowell. The amount charged to your credit or debit card will show as one transaction total.
OPTION #2: PAY BY MAIL (101 W First Street, Lowell, NC 28098)
Methods of payment accepted are checks and money orders.
Please allow 7-10 days for mail to be received at City Hall even if mailed in Lowell, NC. Also, if you are paying your bill via your financial institution (Online Banking), please note the banks are not wiring us payment. They are mailing a paper check and this can take 7-10 days for us to receive. Payment shown as paid on your banking online account is not considered paid at City Hall until the paper check is received at City Hall. OPTION #3: PAY BY BANK DRAFT
Bank drafts are also accepted as payment and require an application to be completed in-person at City Hall. Please include a voided check with submission of your application. You can also submit an application electronically HERE.
OPTION #4: PAY BY DROP BOX (LOCATED BEHIND CITY HALL)
Only checks or money orders are accepted. Cash payments are accepted but not recommended. All payments must include a payment stub to assure proper credit. Drop box is available 24 hours a day, seven days a week. Payments deposited in the drop box will be posted by 5 pm on the next business day following payment. If your water service has been turned off, you will need to pay your bill in person during normal business hours from 8 am to 5 pm. Location of Drop Box: The drop box is located behind City Hall.
OPTION #5: PAY ONLINE (www.lowellncwater.com)
Method of payment is credit card (Visa, MasterCard, Discover) accepted over a secure website.
Please note: Your online water payment will show up as a pending payment on your account the same day it is processed. Please note that a convenience fee will of 2.5% of your bill plus 30 cents will be charged to cover additional costs incurred by the City of Lowell. The amount charged to your credit or debit card will show as one transaction total.

Method of payment is credit card (Visa, MasterCard, Discover) accepted.
Please note paying your water bill and accessing your account information over the phone is now easy and quick. The City Pay system only allows payment of the full balance on an account. Also, a convenience fee will be added to your water bill payment for using this system. After completion of your transaction, the system will provide you with a confirmation number for your records.
